Increasingly concerned about the growth of working poverty amongst their member organisations and the impact of low pay on the wider community, BUILD proposed the idea of a living wage in order to set a new floor for wages paid via Government funding in the city.
Once they mobilised successfully, the demand spread across other cities and counties, and some cities and counties now have living wage ordinances in the US Luce, London Citizens — a broad based alliance of faith organisations, schools, trade union branches and community groups — launched the call for a living wage in April They made an argument that low pay had costs for the whole community, impacting on health, educational achievement and parenting, family life and civility.
Since that call, the campaign has spread from hospitals, to the finance houses of Canary Wharf and the City, to Universities, local government and retail. The Foundation is designed to share information, accredit living wage organisations and manage the development of the campaign. The Foundation organises living wage week during the first week of November each year and this focuses media attention on the issue of low pay and the need for a living wage, it provides an opportunity to announce the new living wage rates for the year, and celebrates those organisations that do the right thing.

Its strategy was to establish a non-partisan Low Pay Commission, with representatives from employers, employees and universities. Labour introduced minimum wage legislation in , a year after its decisive election victory, and the NMW is now an established part of British economic and political life. The public impact The national minimum wage made a significant impact at the bottom of the income scale - particularly to women, who comprised 70 percent of the beneficiaries and were not covered by existing collective bargaining agreements.
Stakeholder engagement The key internal stakeholders were the government and the LPC. Political commitment The Labour party was strongly in favour of the NMW and had been committed to it for a long time, and it had appeared in two election manifestoes.
Public confidence The Labour Party had been elected with seats and a majority over the Conservatives of seats. Feasibility As this was the first minimum wage act passed in the UK, there were doubts over whether the scheme would have a positive impact and whether employers would abide by the law. However, other Anglophone countries had implemented similar labour laws, with the US introducing a minimum wage in and New Zealand its Minimum Wage Act Management The preparation for the NMW legislation was well managed by Labour in setting up a non-partisan LPC, an authoritative body that examined and formulated the detail of how the policy should be implemented.
There were several skilled managers and officials in the LPC to implement the policy, representing the CBI, other business organisations, the TUC and academic specialists. Measurement The relevant indicators were clearly defined and easily measurable and therefore enforceable. Alignment The Labour Party had prepared the ground for a cooperative approach to defining the NMW well before it achieved power in The idea of the LPC was defined before the election and was put into place soon afterwards.
