He tends to summon a storm atronach in the beginning of the fight, and he also uses the unique Staff of the Storm Wall with very high Shock damage. Otar will rarely follow you if you stay away from him, but he will bombard you with his staff that casts Wall of Storms. Otar does use the Thu'um , but he only uses Disarm. The Unrelenting Force shout is ineffective against him. He can prove to be a challenging enemy to face, especially at low levels.
After the battle, it is time for your reward. From Otar's corpse, claim his valuable staff, the Dragon Priest Mask Otar with resist shock , fire and frost enchantments, along with a huge amount of gold.
In the chamber behind the sarcophagus, the boss-leveled chest holds even more gold, while the word wall in the back of the chamber provides a word for the Kyne's Peace shout. When all is said and done, reclaim the two Skull Keys from the sarcophagus, as they can be sold for a high price, and exit Ragnvald the way you came.

Not all Journal Entries may appear in your journal; which entries appear and which entries do not depends on the manner in which the quest is done.
Stages are not always in order of progress. This is usually the case with quests that have multiple possible outcomes or quests where certain tasks may be done in any order. Some stages may therefore repeat objectives seen in other stages. If an entry is marked as "Finishes Quest" it means the quest disappears from the Active Quest list, but you may still receive new entries for that quest. On the PC, it is possible to use the console to advance through the quest by entering setstage dunRagnvaldQST stage , where stage is the number of the stage you wish to complete.
You can reach that ledge with a single word of Whirlwind Sprint , but the urn appears to be empty. Of the two passages, the one to the left has four poison dart traps triggered by four successive pressure plates , but since the traps aim not at the plates but in front of them, pausing directly on each plate until the darts are exhausted allows safe passage. The passage on the right has no traps. Both end in a standard burial chamber lined with wall slots for remains. Following the crypt down, the first turn to the left will see three lower-level draugr and a boss revive and attack you.
The passage curves right and then left, leading past a large urn on the right and a draugr in an alcove on the left who will revive. After more turns, the corridor ends on the lower level of a medium-sized room with an upper level, with another draugr boss near the entrance. There is a chest in an alcove at the opposite end of this room; be sure to disengage the apprentice-level trap on the right-hand side of the chest before opening, or avoid the spear trap that shoots from the floor.
Also watch out for a lower-level draugr wandering around the upper level of the room. A copy of the Restoration skill book Mystery of Talara, v 2 sits on the ledge behind the trapped chest. A staircase ascending to the upper level of the room is found on the right. From here, it is possible to go either left into another large room, or right across a bridge you passed under earlier and into a passageway that leads back to Ragnvald Temple.
The large room on the left has the skull key on a trapped pedestal in the middle, which will raise the draugr slumbering in all three sarcophagi: a large black sarcophagus at the far end of the room contains Guardian Saerek , and two other sarcophagi are on balconies to either side. It is possible to avoid this obvious trap by casting fire rune spells at each of the sarcophagi and fighting each of the occupants individually, with the rear door still open for a retreat if necessary.
Once complete, the skull key can be removed in safety. Be sure to take Saerek's leveled two-handed weapon. There is an unlocked chest to the right of Saerek's sarcophagus, and various burial urns and urns around the room and on the balconies. Also on the left-hand balcony by the sarcophagus is a leveled potion of magicka. This is another complex space, with the floor covered in water and several draugr with a bit more fight in them than any encountered before: one will attempt to summon a frost atronach.
To the left of where you enter, where the first draugr is standing, is a stone table holding a random healing potion and random empty soul gem, with a set of shelves beside it holding a random potion. Once the draugr are defeated, proceed to the left and ahead, keeping an eye on the bridges higher up in the room to shoot any draugr passing over them. Past the wooden bridge over the water, there is an unlocked chest with a dead draugr lying next to it in a dead-end room to the right.
To the left and forward, progress appears to be blocked by a raised bridge. To your right is a sideboard with a large urn and a salt pile on top.
The lever to lower the bridge is found on the floor a bit farther to the left, or simply circumvented. The black iron door behind the lever is trapped by an expert-leveled tension cable on the bottom left of the door, which triggers a flamethrower Statue trap; disarm the trap, or just wait for it to burn out.
The dead-end room behind the door features an unlocked chest with a moderate amount of loot and a couple of sets of shelves, one of which has a bowl of bone meal next to some food sacks. Once across the lowered bridge, you pass some urns and a set of shelves holding another salt pile before exiting to the south. Continuing to follow the passages leads you to a chamber with the second skull key, this one on a platform with a bridge running to it and another leading off to the left, with stairs leading to the lower level on the opposite side.
In the lower level, against the west wall, is a shelf with several alchemy ingredients, while in the southeast corner is an alcove with a chest.
In the northern wall is an opening to a path that immediately turns right. Here the swinging blades can be seen that have been heard for so long. At the other end is a draugr guard, a lever that stops the blades, a chest containing minor loot, and a potion. Back up at the platform, there are four pathways. The first on the left has a wooden ramp leading down to a second lower level area.
The second also on the left leads across a walkway to a platform with a pool of oil, a wooden door heading east that is barred from the other side, and a door to the Ragnvald Crypts to the south. The third pathway leads right south across an arched walkway to another platform with a wooden door in the north wall that, again, is barred from the other side. The last path leads straight ahead west to a set of stairs that lead down to a third lower level section.
From the bottom of the steps, straight ahead is a raised platform with a table containing two slots. Activating either one will add the miscellaneous quest "Unlock the Sarcophagus in Ragnvald. Up the steps at the west end of the room are a set of bars through which another part of the dungeon can be seen, but which cannot be opened.
Back to the east is the rest of this lower level section. A chest and a potion are in the northwest corner. The northeast corner has a table with a soul gem and a potion. Entering the door to the Crypts, a path to the south leads to the upper part of a room with two identical hallways that lead south to the same place. The one on the right has a leveled draugr patrolling and the left has pressure plate activated traps.
From the crypt on the other end, the path turns left east , then left again north. In the next main hall, four draugr of varying strengths will attack. The path turns right east , then left, left again west , then right. At the end of that pathway is a room with a pool of oil in the middle of the floor, a booby-trapped chest at the end of the room, and two more draugr. In the right east wall is an opening to a path heading upstairs to the left north then left again west.
The path turns left again and leads to the upper part of a large multi-level room. To the left east is a room with a skull on a pedestal in the middle. However, before that, note that there is a walkway leading west, then north up some stairs, and back west that returns to Rangvald Temple.
The large room with the skull has a raised area on the east end that holds a chest and several urns. There are two wooden ramps leading up to small areas with minor loot.
Note the iron coffin in each, with a pool of oil and a lamp above next to each one. The skull is actually Saerek's Skull Key. The impending battle can be avoided by dropping a similar sized item on the pedestal before taking the skull. This way the pedestal will not activate.
