A safe house can be one of many things -- the home of a friend who willingly supports and sympathizes with whatever covert activities you might undertake; the home of someone who can be bribed, tricked, blackmailed or forced into offering their home for refuge; or a home, apartment, hotel room, business or other location for rent.
There are usually two types of uses for safe houses: defensive and offensive. A defensive safe house is one that hides people and keeps them safe from investigation, capture or surveillance. For example, after Danish newspapers published pictures of Muhammad in , several of the cartoonists went into hiding because of death threats from offended Muslims [source: New York Times ].
An offensive safe house , on the other hand, would serve as a place for people to conduct covert operations. An apartment rented by CIA spies could serve as an offensive safe house if they were running surveillance on a member of the Mafia. Of course, regardless of the reasons for using a safe house, keeping the location and any activities within or without the house secret is the most important part.
Once a secret location is no longer secret, the person in hiding must pick up and find another safe house or risk detection. Constantly moving around makes any operation difficult, so there are several basic requirements that define an effective safe house:. Common goals include finding safe and affordable housing, employment, childcare and reliable transportation. Thus far, this year our Teen Voice Peer Education group has given 13 presentations regarding teen dating violence and sexual assault at area schools. We offer 4 support groups: a group for survivors of sexual assault, a group for survivors of domestic violence, a Spanish-language group for survivors of domestic violence, and a group for the friends and family of survivors.
Last year, our legal advocates accompanied more than 1, survivors to court. Our shelter contains 50 standard beds, plus cribs and and a few roll-away beds. We serve over 5, survivors and their children each year. Every service SafeHouse Center provides is free-of-charge to the survivor and their family. Last year, our shelter provided 7, nights of safety to survivors and their families.
When they come to shelter, children can attend their home school, or enroll in Ann Arbor schools. In total, direct beneficiaries were covered by these services in , while the number of indirect beneficiaries is much higher. It bears noting that there is no safe house established by a government institution in the Federation of BiH, and that the majority of funding for the provision of adequate professional help to the victims of violence has been provided through international support.
In the Republika Srpska, there are three 3 safe houses, among which is the "Safe house" in Banja Luka, which meet the requirements prescribed by law, and their total capacity is of 57 beds. The strategy for combating domestic violence in the Republika Srpska will define future models and capacities for accommodation of victims of family violence, in line with the standards established by the Council of Europe recommendation according to which there should be one shelter for every - 10 inhabitants.
